2. I need help using your online Activities Portal. What do I do?

If you need help, run into an error, or just want us to walk you through it, please call 719 687 5233 and leave a message. We have also created this step by step video for how to register.

3. I keep calling but no one answers.

We do not have a dedicated front desk person at this time due to limited staffing and hours of operation. Please leave a voicemail! Our guards and staff check the voicemails periodically throughout the day and make return phone calls. We can not call you back without your name and phone number, so please don’t forget to leave a voicemail.

4. How do I purchase a daily pass?

Daily Entry Passes can be purchased on site at the Woodland Aquatic Center. 

5. What days do you have open swim?

Please review our hours for updated schedules.

6. Are the locker rooms open?

The Locker Rooms and Family Changing Areas are open for public use. We do have lockers, however, you must provide your own lock. Locks are not allowed to be left overnight without a reservation. Talk to our Aquatic staff for more information.

1. Will Airbnb and VRBO pay for my taxes?

Airbnb or VRBO may claim they will pay these taxes. While they may pay the State, they do NOT pay the City. The City does not have a contract with Airbnb or VRBO to pay the City. It is your responsibility to pay the City Tax (9.79%) to the City. If you have any questions or are unsure of what taxes you are responsible for, please contact Elly Enamorado (eenamorado@city-woodlandpark.org or 719 687 5214). 

2. Does the City have new ordinances pertaining to Short Term Rentals?

There is currently a moratorium on new business license for short-term rentals.

3. Why can't I pay my taxes online?

Are you looking to pay your sales tax or renew your business license? We have a new online payment system: MuniRevs. To access your account, please contact Megan Anthony at manthony@city-woodlandpark.org or 719 687 5214 to receive your ACTIVATION CODE.

4. What are your rules for STR (Short Term Rentals)?

5. How much is a Sales Tax/ Business License?

$42.50- Renewal's are due the 31st of December.

7. I only plan on selling my product for a few days. Do I need a business license?

NO.  But you will need to fill out a 1-2 Day Event form and submit to:

8. If I am late in filing my return, is there a pnalty?

If the return is filed after the 20th, you must add a 10% penalty and .75% interest at the applicable rate.

9. What is the City Sales, Use or Lodging Tax?

10. I want to operate a business out of my home. Do I need a Business License?

Yes.  And you will need a Home Occupation permit.  

11. Can I file a Zero Tax Return?

Yes.  Once you submit your form via MUNIRevs, you will need to continue the process as if you where going to pay for zero dollars at check out.

13. Will I be able to pay by e-Check (ACH), Credit Card, or Debit Card?

Yes.  MUNIRevs will be able to allow you to file and pay online with either an e-Check, Credit Card, or Debit Card.  Credit Cards available to use online: Visa, Master Card and Discover.  The City of Woodland Park will continue to use our third party payment system, Point N Pay (PNP).  There is a 2.5% of the amount due or a minimum of $2.00 fee to use a credit card.  There is a flat fee of $2.50 for using e-Checks, unless the payment is over $10,000.00, then there is a flat fee of $15.00.  For your security, only the last four digits of your account number are visible to City Staff and the third party processor after the transaction is completed.  We do not store any payment information for future payments. 

14. Will I be able to pay by ACH Credit or Wire Transfer?

The City of Woodland Park will not be accepting ACH Credit or Wire Transfer payments at this time. 

15. What tax forms or fees can I file on MUNIRevs?

1. How do I register online?

To register for classes or programs online, you must have an account set up with the Parks and Recreation Department. If not, please call our office at 719-687-5225 so that we an set one up for you. After setting up an account, you can visit our Parks and Recreation portal to register. 

2. How do I check on cancellations?

Cancellation notifications can be received by signing up for Notify Me Alerts.

3. How do I reserve a park, facility, or ball field?

To make a reservation, please use our online Reservation Portal. If you do not already have an account, you will need to create an account. Choose the park you want to reserve under the "Facility Rentals" tab, and the dates you would like to reserve it. Add it to your cart and check out. We will receive your reservation in our inbox, and approve or deny it. If it is denied we will reach out to you via the phone number you provide. Once it is approved, you will need to log back in and pay the full amount due to hold your reservation.

4. How do I find program information?

All of our up to date class and program info can be found in our online Activities Portal. You can also check out the 2021 Digital Recreation Activities Guide. Please feel free to call us at 719 687 5225 if you have specific questions.

5. How do I report park damage?

To report any concerns or damage found in the parks, please use the Report an Issue tool on this website to submit to Public Works.

6. How do I stay updated on cancellations, upcoming events, and registration deadlines?

1. When will the Aquatic Center reopen?

The Aquatic Center is open by reservation only. For more information, read the Aquatic Center FAQ’s.

2. Are you still having summer classes and programs?

Yes! We have a number of summer camps, classes, and more that have already started back up!  Visit our online Activities Portal to see what we have available for summer and fall of 2020.

3. Are the city offices open?

Yes. The city offices will open to the public beginning May 4, observing all 6 foot social distancing requirement. We are encouraging visitors to set appointments and to wear masks. Remember, we can always help you with questions and registrations via phone or email during business hours.

4. Are the tennis courts open? What about the dog park and the basketball courts?

The tennis courts, dog park, and basketball courts are open. Please follow all social distance guidelines.

5. Are you taking reservations for your parks and facilities?

Yes! We have measured the structures at our parks and have determined that we can take reservations for private events. For more information, please give us a call at 719 687 5225.

6. I am a three-month or annual pass holder at the Woodland Aquatic Center. Are you going to add the months you were closed to my annual/three month pass?

Yes. We will add the months back to your three month or annual pass after we have firm reopen date. If you have a pass that is set to expire before we reopen please do not worry. Again, we will add that time back and your pass will have a new expiration date.

7. I was registered for a class, program, or camp prior to closure. Do I get a refund or credit on my account for those cancelled activities?

Yes. We have reached out to you via email if you were registered for any of our classes, programs, or camps. You have the option to receive a credit on your account or a check refund by mail. If you have questions about this, please contact us, Parks and Recreation at 719-687-5225, or the  Woodland Aquatic Center at 719-686-6858.

8. Do my Punch Passes at the Woodland Aquatic Center have an expiration date?

No, Punch Passes no longer have expiration dates.

9. What If I previously had a Punch Pass at the Woodland Aquatic Center that expired with visits left?

If you previously had a Punch Pass and were told in the past that it expired, these cards have been reactivated.

10. Am I allowed to go to Memorial Park, Meadow Wood Sports Complex, or any of the other parks in Woodland Park?

Yes. We encourage you to partake in outdoor recreation in a safe and responsible way. When visiting our parks, here are a few guidelines:

• Maintain 6 feet of social distance.
• Do not gather in groups of 10 or more.
• Travel for recreational purposes should be limited to your own community like your county of residence or traveling no more than about 10 miles.
• Stay home if you are experiencing symptoms of COVID-19.
• Playgrounds, restrooms, and shelters throughout our parks remain closed. Prepare accordingly.
• Do not share equipment when participating in recreational activities.

1. Are sign permits required?

Sign permits are required for most signs in Woodland Park. The City adopted a new sign code on April 1, 2010 (PDF). Please consult the sign code and the educational brochures below for guidance on when permits are required and what is allowed in terms of types and sizes of signs.

Zoning Development Permit (ZDP)

For those signs that require a Zoning Development Permit (ZDP), it is necessary to complete and submit a sign permit application to the City of Woodland Park and have it approved prior to installing the sign. In some cases, there may be structural elements of a sign (such as in a free-standing and/or a lighted sign) where a Building Permit or an Electrical Permit may also be required. Please call the Planning and Building Department at 719-687-5202 to inquire about this possibility.

2. How do I check my zoning designation?

3. How do I get a permit for building a deck, garage, or addition?

This is a 2-step process - the first step is to complete the Multi-Use ZDP Application (PDF) and submit to the Planning and Building Department. We have hard-copies available at City Hall as well. This will be reviewed for conformance to setback requirements in your zoning district.

The second step is to submit your construction drawings to the Pikes Peak Regional Building Department. This can be done by submitting your plans to the Woodland Park Planning and Building Department at City Hall for routing down to Pikes Peak Regional Building Department (PPRBD), or you can submit directly to PPRBD to expedite the process. They are located at 2880 International Circle in Colorado Springs. You can always call PPRBD at 719-327-2880 if you have any questions regarding this process.

4. How do I get a permit for a shed, fence, dumpster enclosure, or retaining wall?

For a shed download and complete the Multi-Use ZDP Application (PDF) and submit to the Planning and Building Department. For a fence, dumpster enclosure, or retaining wall download and complete the Fence-Dumpster Enclosure-Retaining Wall ZDP Application (PDF). and submit to the Planning and Building Department.  We have hard-copies available at City Hall as well. Note that sheds over 200 square feet will require a Plan Review and Building Permit through the Pikes Peak Regional Building Department. Call us at 719-687-5202 for additional information.

5. How do I start a home-based business?

Begin by calling our City Planner at 719-687-5209 to discuss your business idea to make sure that what you want to do would be allowed in your zoning district. Our City Planner will advise you on the next steps to take.

6. How do I get a permanent sign permit for my business?

Download and complete the Sign Application for Permanent Signs ZDPand submit to the Planning and Building Department. We have hard-copies available at City Hall as well. Note that free-standing signs over 4-feet in height or illuminated signs may require a Plan Review and Building Permit or Electrical Permit through Pikes Peak Regional Building Department.

7. How do I apply for a special event I want to sponsor or apply for an outdoor vendor’s permit?

1. When should I use 911?

Perhaps the most important thing to remember about 911 is when to use it. It is not meant to be used to contact the Police Department about routine matters. 911 is to be used solely to report emergencies.

Emergencies

An emergency is when immediate Police, Fire Department or Paramedic assistance is absolutely necessary to protect life or property.

Call 911: (for Emergencies Only)

• To report a fire
• To report a medical emergency
• To stop a crime in progress or one that has just occurred.

Call 719-687-9262: (Do Not Call 911)

• When a crime has already occurred and the offender(s) are no longer at the scene.
• For nuisance calls (e.g. barking dogs, noise complaints, ect.)
• To obtain information from the Police Department
• To speak with an officer
• For non-emergency situations
• To follow up on a previous call

Why Can’t You Take My Non-Emergent Call on the 911 Line When We Are Both on the Line Already? Why Call Me Back from the Non-Emergency Line?

We have a limited number of incoming 911 lines for the entire city. One major incident (such as a large fire or major traffic accident) will cause numerous lines to ring. Those lines get tied up quickly. If we are taking your non-emergent call on the 911 emergency line, real emergency callers may be forced to wait before we can get help to them.

Should I Program the 10-Digit Non-Emergency Number into My Cellular Phone Instead of Calling 911?

We recommend that you program the 10-digit non-emergency number, 719-687-9262, into your cellular phone for quick use. However, if your call in an emergency, please dial 911. The 911 system is an emergency network that has an enhanced design, making it possible for dispatchers answering the phone to receive the address and phone number of the phone making the 911 call. This information is useful when attempting to verify an emergency or the location of a caller who needs help.

2. What is Peak Alerts?

Peak Alerts are notifications sent through software called Everbridge, by public safety agencies in El Paso and Teller Counties. Peak Alerts notify you of emergency situations that are a threat to life or property and are deemed dangerous by public safety officials. Examples of emergency situations may include but is not limited to, natural or man-made disasters, hazardous materials incidents, missing persons, law enforcement activity impacting the public, evacuation notices, and more.

Peak Alerts notify you of emergencies that happen near your registered address(es) or current location (if you are using the Everbridge app). To sign-up for these alerts, you must create an account with your contact information to include your address and at least one contact method. The information you provide is protected and will not be used for any other purpose. You choose how you want to receive these messages. Messages can be sent via text, phone call, email, mobile app, fax, and more. When you confirm receipt of a message, the system will stop attempting to contact you. If you do not confirm the message, the system will continue to attempt to reach your other registered contact methods.

How It Works

When we issue a notification about a potential safety hazard or concern, you will receive a message on the voice or text communication methods that you have registered. If requested for the notification, you can confirm that you have received the message and you will not be contacted by any subsequent methods regarding that particular notification. If you do not confirm, the system will continue to attempt to reach you at all of the contact paths that you have registered.

4. Can I dispose of expired medications at the Police Department?

Woodland Park Police Department is a Drug Enforcement Agency (DEA) Authorized Collector and there is a green Drug Take-Back bin located in our lobby between the two main entry doors. We recommend removing patient and doctor information from containers before placing them in the bin.

Please note: our bin is unable to take needles or sharps.

5. How do I find out about road closures?

The best way to find out about road closures is to visit COtrip.org.

6. Can I call the Fire Department/Ambulance Service directly?

Yes, North East Teller Fire Department (NETCO) can be reached at 719-687-1866 and the Ute Pass Ambulance Service can be reached at 719-687-2291; however, for any emergency you should always call 911.

7. How do I report a barking dog?

Teller County Animal Control handles all domestic animal related concerns. They are available between the hours of 7 am and 5 pm and can be reached at 719-687-5692.

If the issue occurs outside of those hours, or Animal Control is unavailable, please call the Police Department at 719-687-9262.

8. How do I schedule a ride along?

Fill out the Ride Along Form (PDF) and bring it to the Police Department along with your valid photo ID. Once the form is turned in, a Supervisor will contact you to schedule a date and time for you to ride along with an officer.

9. How do I get my property back?

Property is held in a locked room that a limited number of people in the department have access to. An appointment is necessary to retrieve personal property.

Property being held on a criminal case can be retrieved after the District Attorney (DA) has provided a written release of the property. After a release is obtained from the DA, please call 719-687-9262 to speak with a Detective and make an appointment Monday through Friday.

11. How do I get a copy of my traffic accident report?

Any traffic accident that did not occur on private property is uploaded to LexisNexis Police Reports, and can be accessed online by submitting the appropriate information.

If the accident occurred on private property the report can be retrieved by filling out an Information Request Form (PDF) and returning it to the Records Department at the Police Station.

12. How do I Comment on an Officer’s/Dispatcher’s Performance?

We are always happy to accept comments, complaints or commendations about our staff. To comment about an officer’s performance please call Dispatch at 719-687-9262 to speak with a supervisor. You can also fill out a Citizen Comment Form (PDF) and turn it at the Police Department.

13. What is a vehicle inspection number (VIN) Inspection? Can I have one done at Woodland Park Police Department?

A VIN inspection is an examination of your vehicle identification number. It is usually done at the request of the Department of Motor Vehicles for out of state titles that are being registered in the state of Colorado.

VIN inspections are available at the Police Department without an appointment, but occasionally we may have to turn you away due to high call volume.

In order to do the inspection we will need the vehicle, title or previous registration (something with the VIN clearly printed on it), your ID and payment (PDF) ($20 in cash or check).

14. Can I get fingerprinted at the Police Department?

Fingerprinting is available at the Police Department without an appointment, but occasionally we may turn you away due to high call volume.

In order to be fingerprinted, you will need to bring you valid photo ID and your payment (PDF) ($20 in the form of cash or check).

15. Do I need to be fingerprinted again if I have been fingerprinted in the past for a background check?

Yes, you will need to be fingerprinted again, even if you have been fingerprinted in the past. The Colorado Bureau of Investigation does not keep fingerprints on file for multiple uses.

1. What do I do if I find a dead animal?

• If you find a dead animal on your property, it is your responsibility to dispose of it. 
• If you find a dead deer on your property, the Colorado Wolf and Wildlife Center in Divide may come to pick it up for you. You can reach them during their business hours at 719 687 9742.
• If you find a newborn deer, leave it be. The mother will typically come back for them.
• If you find a dead animal on city property (city trails, parks, or streets) please contact Public Works at 719 687 5293.
• If you find a dead animal on State Highway 67 or 24, please contact CDOT.
• If you find an injured animal on private or public property, call the Police Department at 719 687 9262.

2. What time of year does the City repair potholes?

The City generally begins repairing potholes in late spring after the spring thaw. The City is not responsible for potholes on private property, such as grocery stores, churches, professional buildings, etc.

3. What about potholes on Colorado State Highway 67 and/or US Highway 24?

For potholes on Highways 24 or 67, please contact the Colorado Department of Transportation (CDOT) at www.cdot.gov.

4. When does the City sweep the streets and sidewalks?

The City begins street sweeping in late spring after all the snow melts. The streets are swept as needed, before City parades and street events, and when excess sand is reported. Please give the sweeper plenty of distance because it does throw debris.

5. From which sidewalks does the City clear snow?

The City clears snow from sidewalks that are routes to schools, as well as those associated with City parks, buildings, and grounds. The City does not clear snow from private property.

6. When does the City start plowing snow?

The City starts plowing when snow accumulation reaches 4 inches.

7. What are the City’s priority snow plow routes?

First priority routes are main streets (emergency access) and school access routes. Second priority routes include side streets and sidewalks. Third priority routes are alleys, cul-de-sacs, parking lots, and trails. Finally, plows continue slushing, sanding, and applying ice slicer.

8. Where do I put the snow from my driveway?

Please shovel or plow the snow from your driveway to the SIDE of your driveway onto your yard, NOT into the City street. In accordance with Colorado State law and City municipal code, it is unlawful to push snow into City right-of-way. Additionally, the City is not responsible for clearing the windrow left by plows at the end of your driveway along the street. We suggest clearing your driveway AFTER the plow goes through. Please refer to the City’s Snowplow Policy for more information.

1. What is Teen Court?

Teen Court is a unique justice program for first time offenders of misdemeanor crimes. It is designed to give youth between the ages of 11 and 18 who have broken the law and admitted their guilt, a second chance.

Teen Court is based on the philosophy that a youthful violator is more profoundly impacted when a peer jury decides his or her punishment. The ideal outcome is that young people take responsibility for their actions, provide restitution to the victim and community, and give both the juvenile offender and community an active role in solving juvenile crime.

There are approximately 1,800 Youth Courts on 5 continents. The Woodland Park Teen Court was founded in 1994.

2. How does Teen Court work?

Teen Court is the sentencing forum for young first time offenders who have been referred by the Municipal Court and desire a six month deferred prosecution. The jury, consisting of teens, does not decide innocence or guilt: it assesses sentences. The youthful offender who goes before the teen panel, must plead guilty along with parental or guardian consent. Following teen court sentencing, the offender must complete all elements of his or her sentence successfully prior to dismissal of the original charge with no conviction.

3. How are the teen juror, bailiffs, and attorneys selected?

School administrators and teachers are asked to nominate teens for participation in Teen Court. Teens may also nominate themselves. Parents/guardians must consent to the teens’ participation. Mandatory training sessions are held each semester for all interested teens. Teens appointed as attorneys are assigned an adult attorney mentor to assist them in trial preparation. Previously sentenced teens are added to the peer jury pool.

4. What types of sentences are imposed by Teen Court?

Sentences imposed by teen juries must include community service and participation in future Teen Court sessions as jurors. Sentences may also include restitution to the victim, letters of apology, remedial classes (theft, alcohol education, etc.) and essays. Sentencing is intended to be constructive, and to involve the defendant actively in the community as well as in future Teen Court sessions.

5. What are the benefits of Teen Court?

• To the defendant: Interruption of a potential pattern of criminal behavior. Improvement of self-esteem resulting from successful completion of the program. Reinforcement of positive behavior. Accountability. An opportunity for a young person to avoid a criminal record.
• To the community: Service to the community benefiting the entire community.Parent-guardian involvement. Reduction of the caseload in the over-burdened criminal court system. Dramatic reduction in the number of repeat offenders.
• To the schools: A positive alternative for students who have stepped "off track" for the first time. Judgment of a teen by their "peers" which in many cases has a more powerful impact than adult discipline. Real consequences for delinquent behavior in the school environment.
• To the student volunteers: Involvement in redirecting peers. A better understanding of the judicial system by teens through hands-on participation. Reinforcement of good citizenship. Improvement of public speaking and advocacy skills.

1. Where does Woodland Park’s Water come from?

About ⅔ comes from local wells, springs and streams. About ⅓ comes from Woodland Park’s shares in canal and reservoir companies. Woodland Park pays Colorado Springs to deliver this water through Colorado Springs’ Homestake Pipeline.

2. How hard is Woodland Park’s water?

The range is 60 milligrams per liter (mg/L) to 110 mg/L. 1 mg/L = parts per million.

Grains per gallon (grs/gal) range is 3.5 grs/gal to 6.43 grs/gal.

3. Is fluoride added to Woodland Park’s water?

No, but the level of naturally occurring fluoride in the water is 1.2 to 1.6 parts per million (ppm), a little over the concentration recommended to help reduce tooth decay, but well below the Environmental Protection Agency (EPA) and State Health department maximum, 4.0 ppm.

4. Where does Woodland Park’s wastewater go?

All wastewater discharged to the municipal sewer system is treated at the City’s treatment facility located along Highway 67 at the north and of the golf course. Treated wastewater is discharged to Trout Creek, a tributary of the South Platte River.

5. Can I get free wastewater compost? Is it safe?

When available, compost is still given free to City wastewater customers and it makes an excellent soil amendment. The City’s compost consistently meets Environmental Protection Agency (EPA) and State Health regulations for unrestricted use, but the City recommends against using it for vegetable gardens. 2. Are there any deposits or start-up fees?

Yes, the city requires a $45 refundable deposit for renters and charges a $5 non-refundable application fee on all new accounts.

The property owner(s) are responsible for their renter’s bills if not paid.

3. Where and how can I make a utility payment?

We accept cash, check, money orders, Visa, Discover and MasterCard.

• You can pay in person at:
  City Hall
  220 W South Avenue
  Monday through Thursday 7:30 am to 5 pm
  Friday 7:30 am to 4 pm
• There is a secure drop box located on the front door of City Hall
• Pay over the phone by calling 719-686-9680 or 719-687-9246; please have your account number and credit/debit card ready. There is no fee to pay over the phone.
• Set up Auto Pay with your Visa, Discover, MasterCard or checking or savings account. We can set this up for you by filling out the Authorization for Automatic Payment Form (PDF) or you can set up an account online.
• We also offer paperless billing; set up an account online. Xpress Bill Pay is our vendor for credit card payments, auto pay and paperless billing.

4. If my payment is made after the due date, is there a late fee?

Yes, a penalty of 10% of the past due balance will be added to your account.

5. Do you have a level payment plan or the option to change the due date of your bill?

No, the City of Woodland Park does not currently offer a level payment plan or the option of changing the due date of the billing.
